When you see this icon ready_to_play_mini.png on a map or a mod, it means it's a Ready to Play file. A ready to play mod or map is a file that are available in one of Cities in Motion repositories. That means you don't need to download the file manually and figure out how to install. You can download and install directly from the game menu, with a single click of the mouse.

Requirements:
ModManager by eis_os
